Koch had been serving an eight-year prison sentence for trafficking five-minor girls, attempting to rape them and exposing himself to them in an indecent way at DRC in Swakopmund. The State had appealed both his conviction and sentence. However, the Supreme Court found that he was correctly convicted. But it did have an issue with his sentence. The Supreme Court increased his sentence to 18-years of which he will have to serve 14, since he had already served four thus far.

The new message from that court is clear, do not receive minor girls or expose yourself indecently to them. It would not take rape to sent you to prison for a long time.
